June BTO Draws 22,312 Applications — But One Project Emerged As The Clear Favourite Among Singles

Over 22,312 applications were submitted for the 6,952 Build-To-Order flats in this month’s sales exercise, which started last Wednesday on June 17. This translates to an overall subscription rate of 3.2 times the total number of BTO flats on offer, based on HDB records at 2pm on June 24.
The June 2026 BTO sales exercise will end at 11:59PM on June 24, which will likely see a handful of applications submitted over the next few hours.

Among first-timer singles, the highest application rate was for the two-room flexi units at Woodgrove Acres in Woodlands. A Standard category BTO project with 157 two-bedroom flexi units, over 1,053 applications were submitted. This translates to an application rate of 17.8 times among first-timer singles, while the rate among seniors was 3.7 times.
“It is surprising that demand for Woodgrove Acres was stronger than Kebun Baru Ridge and Kebun Baru Breeze, given the more favourable locations of the latter two projects,” says Christine Sun, chief researcher & strategist at Realion (OrangeTee & ETC) Group.
She opines that perhaps buyers were deterred by the long minimum occupation period (MOP) for the two Ang Mo Kio projects while their prices are substantially higher than Woodgrove Acres. The upcoming completion of the cross-border Johor Bahru-Singapore Rapid Transit Link (RTS) may have drummed up interest for new flats in Woodlands, says Sun.
Other popular BTO projects with two-bedroom flexi units that saw a high take up rate among first-timer singles were Berlayar Rise (a Prime development in Bukit Merah) with an application rate of 7.4 times, as well as Lakeview Cascadia (a Prime development in Bishan) which recorded a 7.3 application rate.
It is worth remembering that for two-room flexi flats, seniors are allotted at least 40% of the units (or at least 100 units per project, whichever is higher) in each development. The remaining 60% is distributed among first-timer families (at least 20% of flats), first-timer singles (up to 65% of flats) and second-timer families (up to 15% of flats).

Meanwhile, three-room flats in Woodgrove Acres saw the highest application rate among first-timer families at 2.2 times oversubscribed, while the rate among second-timer families for those units was 13.7 times oversubscribed. So far, there have been 361 applications for the 80 three-room flats at Woodgrove Acres.
There was also strong demand for the 95 three-room flats in Kebun Bahru Ridge (a Plus BTO development in Ang Mo Kio) which saw 311 applications as of 2pm today, which translates to an application rate of 1.3 times for first-timer families and a 22.2 application rate among second-timer families.
In the four-room category, Lakeview Cascadia and Berlayar Rise resonated strongly with second-timer families. There are more than 3,703 applicants vying for the 745 four-room flats at Lakeview Cascadia, with an application rate of 16.9 times among second -timer families, and 3.7 times among first-timers.
“The relative affordability of four-room flats at Lakeview Cascadia may have helped in unlocking pent-up demand. Starting from $534,000 before grants, these flats are priced significantly below similar resale units in Bishan, which cost between $840,000 to $950,000,” says Eugene Lim, key executive officer of ERA Singapore.
This means that buyers would be paying approximately 57% to 78% more for a resale HDB flat in the same area, he says, adding: “Similarly, the more affordable pricing for four-room flats at Berlayar Rise likely made them a palatable entry point for first-time buyers”.
Berlayar Rise has 4,943 applicants competing for the development’s 988 four-room BTO flats. These flats are 22.1 times oversubscribed among second-timers, and 3.1 times oversubscribed among first-timers.
According to data by ERA, comparable resale flats nearby are priced between $938,888 to $1.068 million, or about 59% to 80% higher than the starting price of $592,000 at Berlayar Rise before grants.
Hopeful applications should keep in mind that first-timer families will be allocated at least 90% of the three-room and bigger flats in each development, while second-timer families will be allocated up to 10% of three-room and bigger flats.

The keen interest for the flats at Berlayar Rise is similar to the response for the flats at Berlayar Residences, which launched during the October 2025 BTO sales exercise.
According to Sun of Realion this indicates that interest remained strong for flats in this neighbourhood despite their higher prices compared to other BTO projects and the high clawback rates for Prime flats.

“For Berlayar Rise, buyers were probably keen to snag a new flat in the area, given its strong locational attributes and capital appreciation potential. Moreover, resale flat options remain limited, while purchasing a private condominium would likely cost more than S$2 million,” says Sun.
Berlayar Rise and Berlayar Residences are the first two BTO developments to break ground in the new Berlayar estate, which is on the site of the former Keppel Golf Course. It is also the first new housing estate that will make up a part of the Greater Southern Waterfront.
The government plans to build about 7,000 new BTO flats in Berlayar, next to 3,000 new private homes. Berlayar Rise is the only BTO development next to Telok Blangah MRT station on the Circle Line.

Lim points out that housing demand for this BTO sales exercise was largely led by both Prime projects, Lakeview Cascadia and Berlayar Rise. Together, they accounted for over 14,600 applications, or a significant 65% of the total pool, he says.
“The strong take-up for Prime projects shows that buyers remain willing to accept tighter resale conditions where new flats are affordable and well located,” he says, adding: “Even with nearly 50% more units launched than the last BTO exercise, overall demand did not dilute. This speaks to the popularity of June’s projects, especially Prime flats at Lakeview Cascadia and Berlayar Rise”.
Across all projects in the June BTO exercise, a consistent trend is the high number of first-timer single applicants for the 2-room flats. This underscores strong interest among singles to buy a new well-located subsidised flat within their affordability.
Mohan Sandrasegeran, Head of Research & Data Analytics at SRI, also points out that there has been a slight increase in the median application rate among families for three-room and larger-sized flats.
“Despite the marginal increase in application rates, overall demand remains relatively balanced across most projects. A median application rate of 1.3 indicates that the majority of first timer applicants are still likely to secure a ballot chance and have a reasonable opportunity of receiving a queue number,” says Sandrasegeran.
He adds that the moderate application rates seen in this sales exercise reflect the increasing availability of housing options across multiple BTO launches in recent years. This has given BTO hopefuls greater flexibility when they consider where to apply.
First timer families who prioritise a higher probability of success should consider the current Sembwang projects, as well as upcoming projects in this area, since they have recorded some of the lowest competition levels observed in this launch, suggests Sandrasegeran.
In this exercise, there are 2,035 Shorter Waiting Time (SWT) flats at Sembawang Portico and Sembawang Brook with wait times of less than three years, or the 485 flats at Kebun Baru Ridge with a wait time of 3 years and 1 month.

This BTO sales exercise will likely record an overall application rate of 3.2, which matches the application rate for the February 2026 BTO sales exercise, and is slightly lower than the 3.7 application rate during the October 2025 sales exercise.
Data from Realion indicates that the average application rate over the past four years (from February 2022 to February 2026) was 3.9.
This is the third time that the application rate stayed below the four-year average rate, which could signal that competition for flats has eased and the ramp-up in BTO supply is able to meet current housing demand, says Sun.
For some applicants, they could also be waiting for the October 2026 BTO sales exercise, which offers around 7,960 flats across BTO projects in Bedok, Geylang, Sembawang, Tengah, Toa Payoh, and Yishun.
