Inside Singapore’s Hidden Norwegian Village — A Freehold Hilltop Estate Now Up For Sale At $70 Million

For almost seven decades, a whitewashed cluster of buildings has sat quietly atop a hill at Pasir Panjang. Over the years, it has evolved into an enclave for the Norwegian community in Singapore to gather and celebrate.
Travelling uphill along Pasir Panjang Road, it is easy to miss this slice of property. But beyond the gates of this property is the closest thing in the tropics to a Norwegian village – complete with its own chapel, library, commercial kitchen, student accommodation, swimming pool, and even a road named after Norway’s King Harald V.
However, this unique freehold property may be entering its final chapter.
The Norwegian Seamen’s Mission at 300/300A Pasir Panjang Road has been put up for sale at a guide price of $70 million. The price for the 48,774 sq ft plot works out to $1,571 psf per plot ratio (ppr), after factoring in the land betterment charge.
JLL is the sole marketing agent for the sale of this property.
While the price may be stunning, take note that this Residential zoned site has a unique advantage. It offers one of the best views of the developing Greater Southern Waterfront, not only for this part of Pasir Panjang, but perhaps one of the best in Singapore.
Here’s a closer look at this unique hillside property.
A Norwegian community overlooking the port of Singapore
Established in 1955, the Norwegian Seamen’s Mission was originally created to support Norwegian sailors arriving in ships that docked in Singapore. Over the last 70 years, its role has expanded beyond Norwegians in the maritime industry. Today, the property functions as a community hub for Norwegians living in Singapore.
Shortlists like this are a useful starting point, but the units that make the list aren't necessarily the ones that make the most sense for your budget, lifestyle or long-term plans.

The property and its management have close ties with the Royal Norwegian Embassy, Innovation Norway, and the Norwegian Business Association. The activities held onsite are wide-ranging, from newcomer orientation sessions, family events, worship services, community dinners, and festive celebrations.
Norwegian students studying in Singapore can sometimes stay at subsidised rates in the low-rise houses. That’s exceptionally convenient, since the property is just a few bus stops away from the NUS campus at Kent Ridge.
When Stacked was invited to tour the compound, the scale of the property became more apparent as climbed up the steep incline, passing the three clusters of low-rise buildings.




We were told that some of the houses we encountered were occupied, such as this single-storey terrace which has a huge driveway. A quick glance let us see that the interiors were well-maintained for their age.

As you head up the hill, towards the top of the compound, there is a road sign named after King Harald V of Norway.
The hill on which the property sits is so steep that it’s sometimes used by local cyclists as an endurance challenge, with the permission from the property managers of course. The Norwegian community also uses it for their events, like a race up the hill. Having walked up the length of the hill myself, I will say few other properties have so successfully made me feel my age.
If you’re familiar with The Palisades, the neighbouring condo on Pasir Panjang Road, then you’ll know which hill we’re referring to.
The Norwegian Seamen’s Mission is next to The Palisades, and the properties are separated by a chain-link fence. If you’re unfamiliar with that condominium, The Palisades is a freehold condo that was built in 1985, and it’s famous for its funicular lift – a device built to handle the steepness of the hill.
The steep incline of the hill that The Palisades and the Norwegian Seamen’s Mission sit on illustrate the unique challenge, as well as the advantages, of the sites in this vicinity. And the advantage becomes clear when you reach the top.

The main building at the top of the hillside compound houses a chapel, administrative offices, library, a restaurant, and social spaces used by the Norwegian community. We were told that this chapel also houses Singapore’s smallest pipe organ.
At the back of the main building, most of the space features an outdoor area for the restaurant as well as a large yard which boasts one of the best views overlooking the Pasir Panjang Port and, eventually, the Greater Southern Waterfront.




The picture above shows the cranes of Pasir Panjang Terminal. But these port facilities are set to be relocated when the port terminal relocates to Tuas by the 2040s. This will free up the prime southern land for future developments as part of the Greater Southern Waterfront.
This unblocked view is one of the high points of this land parcel, literally and metaphorically.
When we had a peek into the interior of the existing building, it looked well-kept and homely. It’s a bit sad to think this will all probably be torn down if the property does find a successful buyer who redevelops the plot.

The hilltop also includes a swimming pool and adjacent poolhouse, and we were told that two of the rooms are occupied by Norwegian students studying in Singapore. It’s a modest pool, a nice private feature at this high point on the compound.
Built into the hill
The site’s defining feature is probably its topography. Internal roads snake downhill between the buildings, which are also connected by staircases and terraces. Overall, the site is charming and unique. This is one of the few hilltop residential sites in Pasir Panjang that has such a commanding view that is unlike almost anything in Singapore.
At the base of the hill, along Pasir Panjang Road, this sense of privacy and exclusivity continues. Towards the Pasir Panjang Hill area, most of the residential developments are landed properties, making this a very quiet and serene stretch.
We should point out that the Norwegian Seamen’s Mission and The Palisades are one of the few residential sites along this stretch of Pasir Panjang, and several of the nearby buildings are business park developments like Singapore Science Park II.
However, some of the residential sites have been recently redeveloped. Next to The Palisades is The Hillshore, a 59-unit development by FRX Capital. The project is a redevelopment of the former Gloria Mansion, which was sold in an enbloc deal worth $70.3 million in 2022.
Meanwhile, local developer Silver Edge bought the site at 303 and 305 Pasir Panjang Road for $18.47 million in 2022, and is redeveloping it into a collection of landed houses called Harbour Residences.
Given the guide price of $70 million for the Norwegian Seamen’s Mission, it’s unlikely that a single buyer would turn it into a dream home
Well it could be, but for $70 million, most ultra-wealthy buyers would likely spend that money on a Good Class Bungalow (GCB) instead. If this site does find a successful buyer, there’s a good chance that it will come from a developer.
Nicholas Ng, Head of Land and Collective Sales at JLL Singapore, says that it is a rare opportunity to craft a bespoke, low-density residential development that capitalizes on the site’s natural topography. He adds that the site could be redeveloped into a boutique 63-unit development.
It also presents a rare freehold redevelopment opportunity in an area of Pasir Panjang that will see significant transformation in the coming years. As the development plans for the Greater Southern Waterfront unfolds, there’s a good chance that property values in this part of Pasir Panjang benefit from that uplift.
