Most of us know Pinnacle @ Duxton is a great way to live 50 storeys above ground. But that’s not too useful for most of us, who would struggle to afford the million-dollar (or close to a million-dollar) price tag of these flats. In light of that, we’ve looked around for the most affordable high-floor HDB units we could find, for those who enjoy the silence in the clouds. This may be about as cheap as it can get:
Note: The following are the most affordable high-floor flats we could find; but that still doesn’t mean they’re affordable to everyone. High-floor units are always going to be pricey, and these are just the lowest price points we could dig up. The data is also taken from 2024 only to reflect more recent prices.
Cheapest high-floor 3-room HDB flats in 2024

The most notable unit here is from Block 311C Clementi, which is actually in Trivelis: a DBSS project. $615,000 would be pricey for a 3-room flat elsewhere, but you could argue that it may be good value for a 34th to 36th-storey unit in Trivelis.
Do note that Trivelis is within walking distance of Clementi MRT (EWL, CRL), which is next to Clementi Mall. This situates it within a prime location in Clementi, already a hotspot as is.
Also of note is Block 28B in Queenstown (Dover Crescent). It’s not within walking distance of an MRT station (you can use services like 166 to get to Dover MRT on the EWL), but $635,000 is still surprisingly attainable for its location. It’s also very close to ACS (Independent), and Dover MRT is just next to Singapore Polytechnic. One stop from here is Buona Vista and the major Star Vista mall, so it could be one to look at for unblocked views as most of its surroundings are low-lying schools.

There are fewer surprises here, compared to the 3-room flats. But Block 79A Toa Payoh definitely pops out, as this block is located in Toa Payoh Hub (aka HDB Hub). Besides being packed with shops, a supermarket, eateries, etc., this means having quick access to Toa Payoh MRT (NSL). This is one stop from Novena and VeloCity Mall. Orchard is just the third stop from here, which makes this one of the most centrally located flats.
(And just in case you think this flat must be very old, it’s not – it was built in 2009!)
$760,000 is admittedly not the cheapest flat you can find, but for a 31st to 33rd-floor unit in an area as central as Toa Payoh, it could be a price worth swallowing in this market.
At just $10,000 cheaper, Skypeak @ Bukit Batok (Block 293D) was another unexpected entry. This is a fairly new entry to the HDB resale market, as the lease commenced in 2017, so it would have reached MOP only around two years ago. We’d normally expect flats this new, and a high floor unit no less, to command a higher premium.
Skypeak isn’t near an MRT station, so you’d probably use services like 174 to get to Bukit Batok MRT (NSL). Once you’re there though, you have access to West Mall and the heartland amenities of the Bukit Batok West enclave. As a bonus, it’s also just one stop from Jurong East, which is our “second CBD.”

It’s frankly tough to find a cheap unit in the 5-room category, especially a high-floor unit. Resale flat prices have risen so much since Covid, a million may soon be the norm for these types of units.
That said, there’s an exception on Senja Road – Block 635A surprises with a unit transacting at only $765,000. This could be because of its facing and proximity to the highway (KJE). Transport options here are not great either, as while you can walk to Senja LRT, it still is a distance away. This goes to Choa Chu Kang station (NSL, JSL), which is also next to Lot One. This is the major mall for the neighbourhood, which can meet any daily needs. The nearest MRT station is Bukit Panjang where you’d find a host of other amenities, but this would require a bus ride.
Alternatively, walk down to the Teck Whye HDB enclave, where you’ll find a Sheng Siong at Junction 10 mall, and the usual heartland assortment of coffee shops, minimarts, etc.
This is, unfortunately, the only one we could find that’s still below $800,000.
