For aspiring Build-To-Order (BTO) homeowners, the three sales exercises that usually take place each year are highly anticipated events. The current typical schedule sees BTO sales exercises in February, June, and October.
This year, the third sales exercise has been delayed to November, since the government wants to give BTO hopefuls more time to process the higher monthly household income ceiling. You can read about that policy change here: HDB Income Ceiling Raised To $16K For BTO, $18K For EC Buyers.
For eligible buyers, it’s the chance to utilise some of the schemes and housing grants offered by the government, which can alleviate the financial burden of owning a home. We recently compiled a list of housing grants and schemes that buyers should be aware of.
At the same time, the subscription rates at the end of each BTO sales exercise could serve as a useful gauge of buyer demand in that town or area, and may offer some clues on how they could price their flats if they decide to sell.
The upcoming BTO sales exercise in November will be the last chance this year to apply for a BTO project. The sales exercise will feature about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun.
This year, the October BTO sales exercise has been postponed to November and will release The three largest developments are the projects in Bedok (1,640 units), Yishun (1,580 units), and Toa Payoh (1,430 units) which includes 260 Community Care Apartments (CCAs).
For eligible buyers, the increase in monthly household income ceiling for families from $14,000 to $16,000 should widen their pool of housing options. Meanwhile, the income ceiling for single buyers aged 35 and above purchasing a subsidised HDB flat or using a HDB housing loan will be raised from $7,000 to $8,000.
If you’re considering applying for a flat at the upcoming BTO sales exercise, getting your HDB Flat Eligibility (HFE) letter sorted early will give a clearer idea of your eligibility and budget. The key is not to leave the application till the last minute.
Take note that during the eight-day BTO application period, you will not be able to access the HFE letter application e-service, since the priority during that time is to support the sales exercise.
Applying for your HFE letter early gives you some buffer to resolve any issues or provide additional information to HDB. More importantly, it also gives you a clearer idea of your affordability and potential loan/grant before deciding which flats to apply for. Some buyers may get the biggest possible flat type and right-size later, while others may see their first property as a stepping stone to a higher quantum home at a later stage.

What is the HFE letter?
The HFE letter is a one-page document that outlines your eligibility for a flat purchase and the types of flat you can purchase, the validity of the letter, total amount of CPF Housing Grants, HDB housing loan and the possible instalment options.
Upon approval, the HFE letter is valid for nine months from the date of issue.
For those who have applied, HDB has advised buyers to submit all required documents by 25 September 2026, as the HFE processing can take up to a month or longer in the days and weeks leading up to a sales exercise.
For an HFE application submitted in September 2026, HDB assesses income over a 12-month period, with the assessment period ending two months before the application month.
For the credit assessment for HDB housing loan, only the main applicant’s income will be assessed. For supporting documents such as income slips, you may need to approach your employer or relevant agencies to obtain the required documents or a letter if they are unable to provide the required information.
If the documents are not in English, Chinese, Malay or Tamil, a copy of the document and its official English translation is required. The translation must be:
- Notarised by a local Notary Public; or
- A certified true copy by a local commissioner; or
- Endorsed or processed by the high commission in Singapore or your country’s embassy.
When should I apply for the letter?
Anyone who is planning to buy a BTO unit, new flats under open booking, Sale of Balance (SBF) or resale flats will need a HFE letter.
The HFE letter application and the actual BTO flat application are separate steps. Note that you can only submit one application for the HFE letter at a time and you can only apply online free of charge.
For resale flat purchases, you will need the letter prior to getting an OTP from a potential seller.

How to apply for the HFE letter
There are two steps to the HFE letter application, which must be completed within 30 calendar days of each other.
Step 1: Preliminary HFE Check
Flat applicants can log in to the HDB Flat Portal using their Singpass to retrieve their personal particulars from Myinfo and declare information on household income and ownership of private properties.
From the information given, HDB will provide applicants with an instant preliminary outcome, which gives them a quick overview of their household’s eligibility to purchase a flat, receive CPF housing grants, and take up a HDB housing loan.
The next step is to apply for an HFE letter. They can do so either immediately in the same session after completing step 1, or within 30 calendar days of step 1.
Step 2: Apply for an HFE Letter
All applicants and occupiers will need to log in to the HDB Flat Portal using their Singpass to fill up the application using personal particulars from Myinfo to apply for an HFE letter. You will also be guided to upload the supporting documents, where required.
Within 21 working days of HDB’s receipt of the completed application, when the HFE letter is ready, applicants will be notified via SMS to log in to the HDB Flat Portal.
Lastly, upload any supporting documents that HDB asks for.

- How long does the HFE application take?
It can take up to 30 days to process a HFE letter application.
- What happens if my HFE letter has expired?
Your flat application will be processed based on the HFE letter you submitted. You may proceed with the flat purchase even if the HFE letter has since expired. You may also check the details of this expired HFE letter if you have submitted a flat application.
- Can I apply for a HFE letter after the BTO application period has started?
Yes, you can apply for an HFE letter after a BTO sales exercise has started. However, you cannot use a newly applied-for HFE letter to submit an application for an ongoing BTO exercise unless it is issued in time. HDB states that you must have a valid HFE letter before applying for a new flat.
- Does getting an HFE letter mean I have to take a HDB loan?
Getting the HFE letter does not mean you are committing to a HDB loan. The HFE letter is an assessment of your eligibility to buy a HDB flat and your overall financing options.
- What if my income or circumstances change after receiving the HFE letter?
You may apply for a new or resale flat as long as your HFE letter remains valid. If you do not do so and your HFE letter expires, you will need to submit a fresh HFE letter. HDB will review the application according to your latest situation and prevailing policies.

A cursory glance at the upcoming projects suggests to us that there will be something for aspiring BTO owners regardless of their lifestyle needs and housing budgets. Whether it’s waterfront living at the two upcoming Bayshore sites, or more space for your money at Chencharu and Sembawang.
For those who prefer a central location, Toa Payoh’s proximity to the city centre and an MRT station will be highly appealing.
Meanwhile, homeowners looking for a newer neighbourhood may be inclined towards the Tengah site, which is relatively close to Khatib MRT station and the Tengah Park MRT station on the future Jurong Region Line, as well as the Khatib Bongsu and Mandai park connector.
We don’t yet know the specific date that HDB will launch the next sales exercise, but there are strong signals indicating that this upcoming sales exercise will see a surge in applicants. The increase in the monthly household income ceiling, other policy adjustments, and the strong appeal of the projects on offer indicate that subscription rates will be notably higher.
It's best to get all of the necessary documentation early if you intend to ballot for a new BTO soon.
