As part of the recent cooling measures announced earlier this year, HDB’s Loan-To-Value limit for HDB loans has decreased from 85% to 80%, which has inevitably tightened many future homeowners’ budgets. The downside is that most homebuyers’ needs still remain the same – a certain number of rooms or space is still required.
So for those on the lookout for 4-room flats but are unfortunately on a more limited budget, here are some of the most affordable options located in Central Singapore as of late.

Why I like it
One of the biggest draws to this unit is for sure its location and amenities. Not only is it within walking distance to a myriad of schools (Gan Eng Seng School, Alexandra Primary, My First Skool and Ascensia International School), it allows residents to enjoy the best of Alexandra and Tiong Bahru.
Pockets of green spaces are aplenty, with Alexandra Park Connector and Tiong Bahru Park within its vicinity. For grocery shopping and grabbing affordable bites, Redhill Market is located a brisk 600m walk away and Bukit Merah View Market & Hawker Centre is a 750m walk away. Both are popular and always crowded, with a healthy mix of great hawker stalls.
Public transport is also relatively nearby, with Redhill MRT Station (East-West Line) being 700m away. Alternatively, residents can also choose to walk to Tiong Bahru MRT (East-West Line) and Tiong Bahru Plaza, which is 12-minutes away.
For door-to-door units like these, it allows residents to have more privacy since there’s only one neighbour just across of you. The unit also has very squarish layouts, which is great for maximising the use of the space!
Do note though that the open space in front of you will be flats in the future so expect to have to deal with some construction noise.

Why I like it
At first glance, the size of the unit is a good starting point to work with. At 936 square feet, the spacious living room, kitchen and 3 bedrooms are great for young families to grow in. Not to mention, the layout of the unit is squarish without any obscure angles, which is good for maximising usage of the space. There’s also an extra utility room behind the kitchen, which offers you more storage space.
To me, however, the biggest selling point is in its location, which would be appealing to many young families. The unit is of close proximity to key schools like Raffles Girls’ School (Secondary), Raffles Institution, Beatty Secondary School (just next door) and Guangyang Primary.
Not only that, the walking distance to Braddell MRT (North-South Line) is just about 7-minutes away, though residents can choose to take a bus over too.
Probably to cater to the various companies located nearby (like SPH Media), there are plenty of F&B choices nearby, ranging from McDonald’s to more local coffee shops. Toa Payoh Lorong 8 Market & Hawker Centre is also about a 7-minute walking distance away for affordable grocery shopping.
Overall, it’s a convenient location especially for young families.

Why I like it
This point-block unit at Toa Payoh is sized at a nice 904 square feet, which is decent for its central location.
You have 3 bedrooms, 2 bathrooms, though you do have the liberty to knock down a wall (or two) to create a bigger living space. I also appreciate the functional and squarish layout, which gives future home owners more control over the design of their space.
It also offers a great location. Toa Payoh MRT Station (on North-South Line) is located 650m away, which means that residents can enjoy the plethora of amenities available at Toa Payoh Hub. There is also Toa Payoh Town Park and the swimming complex and sports hall opposite for the fitness inclined.
Otherwise, there are already a handful of neighbourhood shops right downstairs of the block, including NTUC FairPrice and J99 Eating House. A quick 300m walk away would lead residents to Blk 74 Lorong 4 Hawker Centre for more grocery and dining options.

Unfortunately, the nearest MRT Station, Bishan MRT station (Circle and North-South Line) is a 19-minute walk away, though residents can opt to take the bus over instead. Chung Ling Wet Market is located less than a 5-minute walk away for residents to do quick grocery runs or find affordable eats. Alternatively, the nearest shopping mall is at Junction 8, which because its located at Bishan MRT is equally far to walk to.
For families who have schooling kiddos, it is within 1km of the popular Pei Chun Public School.
